Biography
Tom Roma is Of Counsel at Manion Stigger, LLP. Tom has been practicing almost exclusively in construction law for forty years, where he represents contractors, subcontractors, and surety companies in construction disputes and advises those entities on contract issues. Tom has litigated cases in state courts throughout the Commonwealth of Kentucky, in both of Kentucky’s federal court districts, and in the United States District Courts for the Southern District of Indiana, the Middle District of Tennessee, the Southern District of Ohio, the District of Maryland, the Northern District of Florida, the Southern District of Mississippi, the United States Court of Federal Claims, and the Armed Services Board of Contract Appeals. He has also argued appeals before the Kentucky Court of Appeals, the Kentucky Supreme Court, and the United States Courts of Appeal for the Sixth and Seventh Circuits.
Tom is a member of the Construction & Public Contract Law and Civil Litigation Sections of the Kentucky Bar Association.

- Argued before the Supreme Court of Kentucky, which established new standard for confirmation of arbitration awards.
- Argued before the Supreme Court of Kentucky in case which is now regularly cited for standards of contract interpretation.
- Defended Fortune 500 company at trial against claims for over $1 million for breach of contract and defamation.
- Obtained coverage for allegations of defective construction on behalf of contractor clients from insurers who had denied coverage.
- Obtained summary judgments on behalf of sureties against indemnitors on numerous occasions and defended those judgments in federal appellate courts in the Sixth and Seventh Circuits.
- Obtained substantial settlement from United for a contractor claiming breach of a requirements contract, after successfully defending against government motion to dismiss.
- Obtained substantial settlement on behalf of contractor against bidder for subcontract scope after obtaining summary judgment in federal court on promissory estoppel issue.
